Preah Sihanouk Province: An American has been arrested by police and military police from Preah Nop and Stueng Hav Districts and confined at the Preah Sihanouk Provincial Police Station after he had stolen an unattended car parked in a field about 1 kilometer away from National Highway #4.
His arrest, on the 14th of April, 2012, at 3:30 pm, took place in front of the Tumnob Rolok Commune Hall in the Stueng Hav District of Preah Sihanouk Province. According to a news source, authorities had employed every trick in the book to effect his capture. They had barricaded the road with their cars, then pursued the stolen vehicle from Prey Nob District to Stueng Hav District, then disabled the car by shooting out the tires, and then arrested the driver.
Authorities identified the foreigner arrested as “BUGIAS JOSEPH CLAI BORNE,” a 41 year old American male, temporarily domiciling in a rented room in Commune #4 in Mittakpheap District in Preah Sihanouk Province. The stolen vehicle is a black Vigo belonging to a Mr. Bruk Sophol, the “Head of the Preah Sihanouk provincial office distributing electricity.” The car’s owner was attending to business after he had parked his car in a field in Ou Ta Sek Village, Ou Oknha Heng Commune, Prey Nob District, Preah Sihanouk Province. The American’s abandoned dirt bike was found at the scene of the crime which took place just after 1 in the afternoon of April 2012.

Preah Sihanouk Province - (After a brief summary of their earlier report on this story, the Koh Santepheap continues) ….. Authorities revealed that the car’s owner had driven to a field about one kilometer from Highway No.4 where he parked his car and went for a walk as was his custom. At this point the suspect, riding a Honda dirt bike, drove up to the car, got into it and very coolly drove off towards Phnom Penh. Upon seeing this, the car’s owner immediately reported the theft to Prey Nob* District authorities. In response to his emergency call, district police officials were immediately deployed, and, a few hours later, the thief had driven the stolen car right up to a barricade set up by police. Instead of slowing down, however, the suspect’s response was to accelerate and ram the rear of the police car blocking the road. He then headed in the direction along Samdech Song Road towards Stueng Hav District.
Authorities in hot pursuit chased the suspect all the way to Stueng Hav Town where he eluded every attempt to capture him in the byways. Because he had been so defiantly determined not to surrender, authorities made the decision to shoot out the tires of his car which finally resulted in his capture. According to the information source, the foreign suspect is also a drug addict, but his motive for stealing the car is unclear.

People here are dressing so badly.
Yesterday I saw three examples of this.
1.A guy calls at lucky lucky with shorts and a wife beater on a moto.His dreadlocks are in a bun on his head,the bun is literally a foot high or more.
His helmet is clipped to the back of the moto but I would love to have seen it perched on the bun.
2.An ageing barang,slim and tall with shaved legs walking on the riverside in the skimpiest,tightest striped shorts ever seen.
3.Across the road walks a young,almost black khmer in black tights,black t shirt,a short pink skirt almost like a tutu and a large rose motif to match the skirt on his breast-oh and dark glasses.
None of them were car thieves however.
Back to the MO of the snooky thief-surely the keys must have been left in the car and what khmer goes for stroll on a hot day when he has a perfectly good car?

Either a bit of white ass was on the menu, or this weeks shipment of " E " was being delivered, I'm more inclined to go for the drug delivery angle.
