I want to recommend a friend of mine, Or Savann's shop, an excellent moneychanger 69 & 71 Street 136. He's across from Psar Tamei in the street with many moneychangers and pharmacies. It’s between St. 51 [Pasteur] and 53 St. He does all kind of currencies, including dollar-riel of course, and has always given a slightly better rate for non-riel transactions than any other shop I tried. He and his crew, consisting mainly of him and his 2 kids, is a bit dour as befits the craft but scrupulously honest.
He has an ongoing love affair with money and gold. If you check his DNA I’m sure you’ll find he’s a direct descendant of the moneychangers that Jesus kicked out of the temple.
Also, generally, be aware that FOR CASH it may be better to buy Thai baht and Vietnam dong in Phnom Penh than in Thailand or Vietnam if you go to a good moneychanger. Also, if you want to buy currencies other than baht, do not do so in Thailand. I believe Thai law forces banks and moneychangers to convert all currencies to baht first and then to the desired currency, which causes a 2 step exchange that gives the buyer a distinctly lower net rate. [e.g. avoid buying US dollars for euros in Thailand].

What about changing dong to dollars at your friends store? The rate you get in Vietnam to change vnd to usd is not that great at the banks, plus you need a ton of paperwork to do it. Very difficult to change at a gold shop too, and the rates are worse.

Good advice from 99 about avoiding the double-step changing in thailand. Do not try and withdraw cash at Bangkok airport ATM for instance, they'll slap you with the same double commission as the exchange booth and you'll incur a hefty 7-8% loss.
withdrawing money with an ATM in thailand also costs 150 bath per transaction, on top of terrible rates. It does make change to convert it all in cambodia, and st 136 has indeed some of the best money changers.

For example, if you're in Bangkok, you should always go to the shop on Sukhumvit near the Subway on Soi 7 to change money rather than at the bank booths. You'll get 0.2-0.4 baht per dollar better on the exchange.

Usually the best rates in BKK are at Superrich - http://www.superrich1965.com/location.php & their best rates are at the slightly inconvenient Rajdamri home office.
