Yep...it has always been the governments fault. If America has such governments running the country, you bet cha you find underage children selling their body, etc. America has the death peanlty and that is the right punishment, a murderer shouldn't deserve to live life...if s/he found guilty. Obviously it's doing something to rid of these monsters. Cambodia should have that punishment!
