What this city needs...
... is a weed-friendly coffee shop. I don't drink - can't - so don't frequent bars. I WOULD like to socialize, but it's a problem. How about a speakeasy-type place, put some tea money in the right hands...?

What the city needs is bars and pubs in Tuol Kork in order to avoid traffic jams for TK alcoholics like me. No need to socialize with somebody without a drink

LOL. Fuck, no! I meant like a jazz club or private club that allowed people to congreagate, socialize, and use herb. Fanciful, I know.
Befriend some stoners, have house parties on balconies. Would make the first step but not a user. OK would join in anyway if you get something going.

Come to think of it...I can get weed on my pizza as an ingredient, but is there seems to be a problem smoking it, eh?
It's an odd stigma. I live in Seattle and a couple of years back this state (in an exceedingly RARE stroke of intelligence) decided to legalize marijuana. Even so, smoking it in public is still considered taboo. And then, we're currently going through a craze of consuming nicotine with "vapor" devices which technically are not "smoking" but God almighty...if a cloud of vapor is seen in a public place, the anti-smoking Nazis have no problem telling you that you can't smoke "here".
When I'm in Siem Reap, I've been known to stroke up a fatty once in a while but I'm always am discreet about it, if for no other reason than to avoid giving anyone a reason to have a problem with it. Nevertheless, it's an interesting contemplation of the human condition....
