Police checking passports/Visas in neighborhoods in Sihanouk
I live in a complex and the office people came to my residence today asking for my passport. They said the police want to know where the foreigners live in the neighborhood so they are going around and making copies of everyone's visa's/passports. Is this usual? Our visas are fine for several months but I refused because 1. the police weren't even there it was just the office people and 2. my residence is privately owned (I rent through a landlord, not through the complex) and they already have a copy of everything. Why should a third party need a copy of my documents? Am I being overly paranoid (possible) or is this odd?
It's normal. Happens once a year or so in my experience.

Landlords are also supposed to inform the local sangkat (commune council and office) of ANY tenants, whether Cambodian nationals or foreigners.
However, it's more prudent to not hand over your passport. If they only need copies, make them yourselves and give that to them.

I don't mind showing someone my passport/visa, I just think it's weird they want to keep a copy. Do the police really expect to know where every foreigner lives? In my many dealings with cops coming around for copies of passports, visas, etc, they have never asked to take away my original documents. They may look at the originals, but they always request only copies for their records and actually get kind if annoyed if I don't either have copies or run right out to make copies for them.
