I wondered how much rain fell during the great flood, thinking it must have been a huge number. But I read today that it was only 103mm. That's bugger all for a tropical storm, I have seen 200mm in a few hours on the Gold Coast and in Cairns last wet season.
I know the river was pretty low unlike late in the season so why didn't the Japanese drainage system work? They have done the riverside, Norodom and Mao Tse Tung so we're those areas draining properly? Is the whole thing a complete scam?
More importantly what about the parking machine thingies near Kandal Market, were they submerged and are they now fucked?

Water was the highest I've seen it in 7 or so years around this house - it normally floods to some degree, but SUVs were sending waves into the ground floor covered entrance area on Saturday.
That said, it was the first big one and should have met and cleared the crud out of the drains, and it did subside faster than usual.
I'm withholding judgment on the new drains until we've had a few more heavy ones.

Drains blocked by the tonnes of garbage, particularly plastic bags, discarded on the roads? Maybe not a lot of rain fell, but the short time span that it fell?
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.

You are assuming they have all been connected so the water indeed has somewhere to go. If someone has the master plan we could probably figure out what if any sections lead all the way to pumping tanks along Sisowath.
It feels to me like they did the tanks first then have been working their way back in from 271 as the pipes closest to the tanks along Soterous and Sisowath are the most recent to have been laid.

JICA are working at preventing and controlling floods. I don't remember them ever saying they were going to stop them outright.

Agreed, but the same problem spots seemed worse to me, not better in any way. I think filling in all the lakes has offset anything they have done.
