moto for sale: "have plate, no tax"
I'm scrolling through the motorbike sale ads on khmer24.com and noticing most of the ads specify whether or not the bikes have "tax." (?) Does this mean a tax sticker? If I bought a secondhand motorbike without or with an out-of-date tax sticker and then went to buy a new tax sticker, does this mean I would be responsible for paying back taxes on the bike? How much does that cost?
EDIT: Just saw that the new rules of the road no longer require tax stickers for < 125cc engines. Good deal. So...why are the sellers posting this "tax" business, then? By "tax" could they mean the registration card?

I havent look at the khmer24 website for a while. Basically what it means the bike is not registered, in other words it has no registration card...or lost.

In term of the road tax it only cost a mere 4500 riel being sold at ACEDLA but everyone stops buying it since the early 2015... but good to have it if the cops try pulling bullshit on when you get pull over.

The stickers that cost 8000 riel or so were dropped by the govt recently, I doubt he means that.
I think it is possible to have the registration card -w hich lists the legal owner - without having a tax paid sticker/certificate.
I haven't heard of a cop asking for this for months. In fact a friend of mine was selling a bike to the son of a cop, and the cop said: 'No one cares about it anymore'.

I have friends who work in the vehicles government position or whatever the term is. Anyway, just like what I said and kind of you said Vlad....when they said no tax, they meant the bike is not legal or not registered. Come to think of it, I got Gonk a 2012 or was it 13 moto sticker from my government worker friend before it was put into public. It was a only a dollar back then, but Gonk is too fat to get off his ass to say thank you.

The bike's registration card shows the bike's licence plate registration number. So I don't think you can get the registration card without getting the bike registered. To get it registered you need tax papers showing that the import taxes and duties have been paid.
Then the plates are issued and the registration card follows a week later.
A bike advertised as 'no tax' I think either has no plates or fake plates. Or Vietnamese plates. They sell for a few hundred dollars less than a fully taxed bike. Up to you if you want to risk more frequent police stops.

When they so "have plate no tax" it's often a stolen or acquired plate. You can't have a plate without paying tax.
Usually it's (the plate) been on the car so long they don't know the history.

It means, as above, the bike doesn't have any papers. It could be illegally imported or stolen, or the documentation has just been lost. You can get around on a bike like that for years, but you could get pulled up tomorrow and then be implicated in a murder. Good luck with that.

it's completely possible to have a vehicle for sale with plates, but no tax paid: NGO plated vehicles. I'd imagine diplomatic/embassy plated vehiclesbare the same.
If it's a crappy Honda dream with a plate but no registration card or tax papers, avoid.
It's up to the owner to remove NGO, Embassy, Police, or RCAF plates when they sell otherwise they get in the shit big time, as the owners are known to them.
I know this because I was chatting to an RCAF guy about his car for sale and he said a collegue of his sold a car with them on and he got demoted, or at least that's how I translated it as, and a serious bollocking, plus the car was impounded and was never returned.
So to recap: "no tax" means it's been illegally imported, or is an ex NGO/Embassy/Police etc car (but it should not have plates and if it does you will also get in the shit if stopped), or if it's a right hand drive it probably once had Thai plates on and they were replaced with either stolen or discarded KH plates. Either way, dodgy.
If they say "Have plates but lost ID" I would also avoid, even if they offer a receipt. It's just not worth it, although if it is silly cheap and you live in the boonies you could be ok!
IIRC right hand drive cars are now required to have the new red and gold/yellow plates (not sure if every RHD does or just when you re-register or get tax - the yarly one) on to distinguish it from "normal" cars. Maybe so the police can easiy identify you to take a fine from you.
