I believe the 4% levied, like others land taxes, are based on the cadastral value which is usualy way lower than the market price.
Very sober these days...

Looking to convert a soft title to hard. Lots of threads, but not a lot of firm detail.

I was sure I saw the procedure outlined here once, but can't find it..
