Doll clothes offering outside apartment?
tl:dr is at the bottom
I live in an old apartment block up near riverside. Tuk tuk drivers pissing in the alley, meth pipes made of water bottles and straws on the stairs, that kind of thing. And stray cats. Cats that wail at night like tortured babies. The neighbours on my floor feed the cats scraps, and the cats hang around, and used to shit everywhere. Especially outside my door.
So I fell out with these neighbours about a month after moving in, as the piles of feline fecaes on the communal landing was out of control. Coming home late and a little inebriated one night, i felt it was time to explain that as they feed them, they ought to clean up their mess, or else I'll bring a large dog to shit at their door. I know as a foreigner, this isn't the ideal method of diplomacy. But they have cleaned up the cat rocks ever since, and we even share a polite nod these days.
Anyway, that's all kind of irrelevant, but sets the scene of what a dump the communal staircase is. And very regularly, these neighbours set out a table of offerings. Flowers, joss sticks, small cups of booze or water or coffee. Not on a spirit house, but in a table right outside their door.
Over the weekend, they appreared to be moving out, and a bunch of stuff was bagged up as trash, furniture moved out and piled high on a tuk tuk, and the door left open so I could catch a glimpse inside to see the stained walls and broken tiles that filled in the blanks on a picture I'd painted in my mind. A picture so far made up of the distorted chatter of a stray-cat-sympathising family behind a hastily bolted front door, whenever someone entered or left. An elderly lady, 2 young women, probably sisters, and a male voice that I'd never met. They are still living in there, but perhaps only temporarily now.
This evening I climbed the stairs to our floor, and saw a hanging basket of what I thought was pieces of meat drying. Meat hanging in a dank, dark stairwell covered in cat piss stains and years of neglect. But it wasn't meat, so I walked over for a closer look.
It was 4 doll sized outfits hanging on the basket strung up to their bathroom window, with 100 riel notes stuffed in each one. I don't remember ever seeing anything like that before. What is the significance of this?

I sent the photo to a Khmer person who says it's an offering for goblins. It's put outside the house so that the goblins don't come in the house and create a nuisance. Or something like that.

The goblins at issue are called "mrenh kongveal" (or "mrenh gongveal") in Khmer. They have a wikipedia page.

Thanks, I enjoy this kind of stuff. The staircase is horrific and no doubt this building hides many secrets. As nick&bun said, i too wonder at times what happens if a non believer (me) encounters the 'paranormal'.
Perhaps they were just pleasing the spirits as they move on to their new apartment. Nice folk do that, I guess. As well as pick up cat shit.
