Hi,
i need to get documents witnessed for the Irish embassy. The options are a Commissioner for Oaths or a Notary Public. I know there is the Notary place on Monivong in PP, but was just wondering if anyone knew who is classed as a commissioner for Oaths in Cambodia, i.e. commune chief or such? might save me a trip to the big city.

Na, you'll need to use the notary public. UK embassy used to notaries docs for UK citizens, but I heard recently that no longer offer that service, not sure if true or not?

Can't you just get them witnessed in Hanoi?
On the IE passport website it says the UK embassy in PP can organise a witness.

UK embassy has a very short list of Notarial services they claim to provide. They refused to Notarise my signature on 2 documents last year. I can, but only in person. Its the freedom to marry thingy, so it has to be witnessed (by someone appropriate) and then certified by the embassy in Hanoi. Might be an idea to check cheap flights to Hanoi, and do it all there, could save a few quid on the two way DHL posting as well. Last time i was there i had to argue for 30 minutes just to get the irish passport application form, wouldn't even let me inside.
