You'd lose your money if you play with the big boys. You'd need a title first.
If you're a barang with no current businesses (I don't mean a bar on the Riverside!) and you don't have a Khmer partner your chances are zero.
Even if you have connections and $500k you can't just rock up to CPP and knock on the door. You have to be invited.
As a barang you can get a HE title and a place as an advisor to other CPP members or a one star in the RCAF but you have to have family who are pretty high up, basically one or two steps away from Samdech Hun Sen, then as family you're entitled to gain that moniker.
Cost? From $100k depending on what you're after.

Truth be told, if I had a larger sum of money and making more and more were my goal, I would invest in a different country.
I am still semi-heavily invested in Cambodia and still live in SE Asia because my family, which is more important that establishing a larger business to me at this point in my life...but strictly business wise I would go to a different country altogether like Thailand or Vietnam where the foundation of the country is a lot stronger than here.
My family and I have lost way too much money and time (plus sanity) for me to recommend any novice investor try their hand in Cambodia at the present time. I see the country changing though, and for the better, so with time I think Cambodia will grow and more people will want to invest, but as of now...I wouldn't drop even $50k to test the waters.

Let's say that connections could mean Khmer family at all levels, hypothetically, of course. How would you take advantage of that?

I know first hand that if you've family within a few steps of Samdach Hun Sen you can use those connections for financial gain but you'll need pretty big pockets to start with. Pretty much the same as any country really.
Not sure there are many western barang in these positions but there must be some Asians. Or maybe they all keep it quite.

Google, Facebook, Apple, or some IT tracker. Dutch ASML is also interesting, one of the few companies providing the chip-makers with machines.
I would not invest more than 10k in Cambodia. You might lose it all next year.

Tough one but I'd risk it and stick $10k on land or in an MFI rather than a tip from some bloke on the internet for some sure bet!
10k is hardly a large amount any way.
Anyone can make machines. It's the chip designers (RISC) where you should (have) put your money, ARM being one but they got sold and are delisted now.

I would buy land. Just drive out of Phnom Penh until you can afford it....buy....and sell in two or three years for a hefty profit.
