What are these used for here?
The other night I saw workmen on Monivong painting a brand new pedestrian/zebra crossing. Beautiful job...nice lines, great paint job. My question is...what for. Yes, yes I know what they are used for in other countries...but why would they be installing one here?
Any semi reasonable or half baked reason I will accept.

The government has probably received some kind of grant with painting these as a condition. So they've done it, banking the cash and knowing full well noone will understand what they mean or care.

I don't get that, how can they bank the cash if they've already paid to get the stripes painted? They cost just as much whether anyone pays attention to them or not.So they've done it, banking the cash
They are there to mark junctions, and to show pedestrians a route across streets, in the hope that they won't be wandering all over the place and getting in the way of the traffic.

I am pretty sure that there is no Khmer dear or alive, driving or walking, that has an idea of what a pedestrian crossing is. Except perhaps a targeting device for the Range Rover crowd.

I expect it is part of the grant from the Japs which had seen the installation of the 100+ new traffic lights around the city over the past 6 months.
The RGC is quite capable of painting the roads and stealing the money. As Hanno points out above, also the company that gets the $200 will be owned by some politicians sister/daughter/nephew ...

As a sometimes Walker in the capital city, I can attest that some drivers do indeed know what they are for, however the existence of a far greater number of drivers not knowing/caring what they are for still renders them almost useless.
I have found many car drivers to be very courteous to road crossers, to the point of stopping and waving us across the road.
