Ya, the math is funny in the article.
But to be fair, the government budget has been increased substantially in the last few years. As noted in the article, last year saw a 22% increase, so this budget cut is bringing the budget down more in line with the way it was a few years back.
Considering how young most of the various ministries employees are, there are going to be very few jobs in government opening up down the line.
