Correct, there was an extension to apply for the 2017 WP until 30th April, with no fines charged for past years that you did not hold a WP. Pretty sure it was discussed in another post?
Yea there was an official announcement before. I'll try to find it tomorrow. For what it's worth, I have heard they're going around different companies and checking any foreign staff's documents. They give a couple days heads up though so they can get the passports ready; it's not a surprise visit.
