To reduce the number of crimes by gun carrying motorcyclists who usually operated two to a bike - in the mid-90s the city of Phnom Penh came up with a regulation that male motorcycle passengers ride sidesaddle. It's probably still on the books.
If I remember correctly, I thought that was to make it more difficult for the pillion passenger to throw grenades, though I guess it could have been for guns too but I don't remember that being mentioned. Also, it required all pillion passengers to ride sidesaddle, though women already were.
