Khmer universities probably count for as much on a resume as for-profit degree mill in the West. You get what you pay for and in this case it's a passing grade. Now, if these were international students returning with degrees from top 100 universities, we'd be going somewhere.
And as a barang you pay a premium on most things.

The last 3 of those have strict regulators in most countries who will strike off anyone if there is a question about the quality of their qualifications (or conduct, for that matter). If they want a large return they need to face strict oversight that would, likely, eliminate most of the Khmer candidates.
