As for “avoiding a work permit” that’s a bit like saying “tax evasion” as apposed to “tax avoidance” - I’m on an EB, because o can’t get an ER, but don’t work have never worked and don’t intend to work, but if I did I’d get a WP.
If you’re working and don’t have a WP then that’s evasion and you deserve it if you get caught.
If they do decide to back fine people who are and have been on EB visas then they’ll be a shitstorm.
