Actually, China has legislation in place, that enforces Chinese companies to go through designated export/import companies for all their sales/purchases. Whenever I get business wise contacted by a Chinese company, the first thing they do raise, is they do have such a permit.
I can understand, for shippable items, these import/export companies do collate and effectively make shipping really cheap. Where UPS and their likes do treat every package as "unique" with the associated handling costs, these collate companies just work in bulk, probably with gov set pricing.
