Chinese outbid westerners for accommodation due to their willingness to fill rooms with bunk beds and sleep several to a room. USD1500/mth for a 3 bdm house isnt so expensive on a per person basis if there's 10 people living there.
Leaving SHV wasnt a monetary decision for me. The town had simply become dysfunctional. Gridlock, broken roads, trash everywhere, power/water cuts, dust, and flooding in the wet season.
One of the last decent restaurants for barang and khmers (Ku Kai) just got crushed in that recent building collapse that killed 28 workers.
Cant comment about access to Casinos, never been to one.
