The moment China does have Cambodia and its leaders grabbed by the balls, because of all the loans, industrial/economical ownerships, and long-term leases, the next step blackmail is quite easy. Cambodia is by far not able to "complain", when a military setup, closed off "touristic" environment is turned into a military compound, overnight.
A deep water port, with a pre-setup infrastructure, land-wise far away from everything in a poor grabbed by the balls country, surrounded by military very limited third world countries, is a good starting point for a naval base, when needed.
Anybody heard of the former Ukraine build aircraft carrier hull Varyag, bought by a Macau company for a floating resort/casino and suddenly showing up as the Chinese aircraft carrier Liaoning ?
Or the USA buying huge amounts of Titanium, mid '60s for "humanitarian" purposes from the USSR, effectively being used for the Blackbird, spying out the same USSR ?
Despite HE officially denying, all signs show, China is playing a nice strategic game, with minimal investments being able to suddenly have an operational naval base front post in the southern Asia part of the Globe, whenever they want.
