It depends on the state. California won't allow DL holders from specific countries to drive without taking both written and driving tests. Florida (of course, Florida...) allows pretty much anyone and anything on the road.
Cambodian citizens with Cambodian DLs can't get rental cars in California for example. Even with a international credit card and a $10k deposit.
Getting a DL in the US is a joke though. The tests are easy as ABC. Nothing like some EU countries.
She likes driving more in the US which is understandable. She hasn't seen how crazy road rage can get in the US and it shows. You should warn her about potentially being followed by Billy Bob in his lifted pickup truck waving a shotty out the window...
