Besides buying a domain before someone else does you'll need a registered trademark and history to protect/claim a domain name.
If you want to protect the .com.kh TLD, you'll need the complete business registration afaik.
If you don't care about local TLD, go and register the .com, net, org, and and other country tlds you do care about, right now. If you don't need them next year, just don't renew them. Most country TLDs allow non residents to purchase, and others require a trustee. I think 101domains is pretty good in that regard.
