The benefits would include increasing consumer protection (safety) and environmental standards, while reducing cluttering on the roads. It is fair to the authorized car importers that are fully tax compliant.
Currently, 83% of all imported automobiles are used.
I think there should be some middle ground. I agree with you that taxes should be lowered on automobiles (at least entry-level ones), but also think that there should be equal standards in place for used and new imports (which is just touching the tip of the iceberg of issues around this topic).
