I don't believe any carrier here offers the type of plan the OP is looking for. Those usually are postpaid plans. Mobitel is probably the best all-around data SIM, but it can be a bit of a pain to add credit to if you don't have a dialer built into the device, and don't have a bank account that allows you to top add credit online. There are ways around it, like the Pay & Go machines that are appearing at Total stations, ABA banks, and other places, or shops that do the refills by phone transfer rather than cards. For data use only, the most popular carrier is probably Metfone, but they used to force you to buy a USB stick modem with the SIM card. Not sure if they still do. If you plan to be out in the provinces, they will sometimes be the only carrier with service, although it will be slow.
