OK, let me give you a long explanation.
To be able to board a flight to Cambodia, you will need to show a "Covid-19 free" health certificate. Any decent country will have pretty well regulated how such certificates are granted. A throat/nose puncture, subsequent lab investigation and subsequent paperwork to bring a paper certificate to the "patient". All pretty well regulated, otherwise such an organization is not allowed to practice in a decent country.
When there are 9 people showing up on one and the same day in Phnom Penh, all suddenly infected, that is significantly more than can be expected based on getting infected just in the few days before arrival. Unless, these people were already sick and obtained a fake certificate.
Something not really possible in a more decent country (at least not at that scale).
Having the knowledge about the 26 Pakistani arriving just a few days ago all on one Emirates flight into Hong Kong, combined with the large scale corrupt practices regarding piloting paperwork in Pakistan, it is no longer racism, to connect the dots. And it is pretty well known, both India and Pakistan have the same cultural (let me call it that way) habits, not so long ago, until 1947, both countries were one country, after all. Such a culture does not disappear in one generation.
