Genetic mutations can and do happen anytime, anywhere, but if they have any phenotypic 'selectable' effect - not all do (see mom, I DID learn something in Biol 101), and if that effect is bad for humans, it is more likely, statistically, to arise where lots and lots and lots of replication is going on.
Cambodians are currently very concerned about the progression of the Feb 20 Event, and not all Covid-19 positive people are tested, but I think it is clear that Cambodia doesn't yet resemble Brazil, South Africa, India, UK, or USA.
Certainly a Cambodia strain is possible, but with statistics against its probability, I'll wait for more research to back up Dr. Yong Poovorawan's claims.
