Actually, it works everywhere.
It takes some time to implement, though this can be done gradually, very slowly.
Just take away small benefits to those who don't fully comply, etc. Cambodian laws are already setup like that, for example, the regulations around political parties, the regulations forbidding to protest against government decisions, no really independent judges, free press not allowed to ask critical questions, detailed foreigner registration, have a system in place to detailed register vaccination compliance, etc. These things move very slowly, just step by step.
