-Prey Veng Province.
- At least 4 people are dead and 2 still missing when the car they were in attempted to cross a section of dyke road that was flooded more than 2 meter deep, but got swept off the road and into the river by the force of the current.
-The incident occurred sometime between the hours of 7pm and 8 pm, on the evening of the 29th of September, 2013, in Snai Village, Teay Commune, Baphnom District - but was only discovered 6:00 am next morning, the 30th of September, 2013, when a fisherman in his boat happened to see a lone foreigner floating in the river and hanging on to a breng kyol tree (ប្រេងខ្យល់ from whose leaves a liniment oil is expressed), shouting for help. Police summoned to the scene by the fisherman managed to pull the victim safely out.
- On account of the fact that the victim spoke neither Khmer nor English, police at the scene at first surmised that the foreigner had been the lone occupant of a boat that had sunk. Police were soon disabused of their theory, however, when the body of a foreign woman suddenly appeared, floating toward the river bank, followed by 2 more bodies, this time the bodies of 2 boys. Communicating by means of sketches, the victim was able to make police understand that a car with 7 people in it had been swept off the flooded dike road by the strong current, which had submerged it in the river.
- The deputy provincial police chief of Prey Veng Province, Mr. Seng Sophok, stated that an examination of the bodies of the 2 dead women revealed that they were foreign nationals. As for the 2 boys, the examination revealed that they were Cambodians. As for the 2 missing victims, 1 was identified as the driver of the vehicle, a Cambodian, but the nationality of the other missing person is still unknown. Police continue to investigate. Meanwhile, the car was described as a white ‘chlam’ Camry, license plate PHNOM PENH 2A-8239, which had departed from Baphnom District Town and was headed toward National Highway 11, on its way to Prey Veng Town.
- According to the police report, the identity of the lone survivor is still unknown, and police continue in their efforts to locate persons still missing.
