The remorques are Khmer, and Khmer love Khmer, so driving the wrong way, blocking the opposite lane at the lights, and parking 4 foot from the curb is simply an appropriate public display of civic congeniality.
My reading of the post article on the seizure is that passapp did not properly register themselces or their driver's vehicles as a ride sharing service as per requirements of a recent (October) prakas.
