Unemployment occurs when a person who is actively searching for employment is unable to find work. Unemployment is often used as a measure of the health of the economy.

So if they're not looking for work they're not unemployed.
Just don't give them the opportunity to sign a piece of paper telling you they're looking for work, and you're OK.

It depends on your definition of employment. Laying around in a hammock while offering opinions is a job of sorts, as is waiting around for rain. Knife sharpener is still a common profession, and the tire repair business is booming. There's been an upsurge in positions for guys willing to climb up a 30 meter Sugar Palm and bring down some juice. The stuffed bullfrog business is booming.

Jokes or not, it’s hard to find and keep (decent) staff. The professional expect a 25% raise a year or they’ll go elsewhere.

and there has only been 1 case of the virus in the country
How dare you! Are you trying to defame the government? The Malaysian doctors were proved to be deficient in their testings. Unlike the most excellent Cambodian doctors.

They missed out the word 'gainfully',
so it doesn't mean very much. Especially seeing as they use 1950's algorithms to work the stat out.

'In broad language, gainful employment refers to an employment situation where the employee receives steady work and payment from the employer.'

Right, including all the under-employed people; which probably make up most of the workforce.
