My number are very precise.
Many possibilities can cause cheaper prices. It's actually very easy to find cars selling for much less than the Import tax for a number of reasons.
Either it has been imported before 2019 and it must have sat around for a while. Or it's a cut and shut. Or the dealer bought it from someone that didn't need a plate, so never officially imported it, and told you that you are the first one to drive it here. Or it's not really a 2.5 but a 2.3xx Cc which is possible. Or it's a pick up/van so it pays less tax. Or he drove it himself/family/friend for a few years using the dealer paper (not sure if they also get a plate) instead of the normal plate. (Which is very common). Hyundai cars are really hard to sell, Khmer don't like them with the exception of minivans.
