True, although with a power of attorney signed by the owner it's usually OK. However, whether or not you can take it to a neighboring country isn't important, few people do that or buy a bike for that specific purpose. They want a ride to get them to work and back, not to go on endless holidays. Also, Vietnam is tricky with a Cambodian bike. Border areas seem OK but not beyond that. Thailand and Laos (arriving directly from Cambodia) are fine though.
