I would have to agree, this is not a late-night city . There's very few respectable late evening hangouts anywhere, it seems. Dearly departed Quealy's is gone, and Garage, Lone Star and Rehabb are heading for "re-purposing". Even these last three were early closers. I hear the Container Night Market closes at 11.
To be honest, I'm usually home by 11 pm. But as a tourist in PP these days, there's almost no choice left. I long ago abandoned the likes of GSM/Walkabout/104/130/etc. Maybe it's only 172 left, although places like Sundance close at midnight now. But 172 has taken a decided turn for the worse, with drug and alcohol abusers lying in the street.
On a wider note, even Bangkok is losing its late night allure with police/military raids and forced closures. About the only place left with a drink after midnight is Pattaya. I shudder.
