My ex used to own a coffee shop/rest in Amsterdam. It is pretty complicated. First all coffee shops are (should be) licensed. Then you are supposed to get your weed from the govt. You are only allowed to have a certain amount at any time. If you have more, in can be confiscated and you can be fined. The tourist areas are one thing. If he owned different coffee shops in rural or other areas, they buy their hash and pot from other people and sell it to the whole community. To not declare those sales you would have to launder the money. It can be a lot, as I can tell you on a weekend we took in quite a bit of money and also made money on the side without disclosing it.
