Balzer was arrested for 74 violations of a protection order, two felony counts of possession of an illegal weapon and two counts possession of a dangerous weapon.

The USA has no exit immigration controls. We don't check people for warrants or anything else as they are leaving. Most criminals aren't asked to surrender passports when they make bail. That only happens in really high profile cases, murder cases, cases where the police know that the perp has ties to foreign countries, etc.
We have a lot of low level criminals who have dual nationality in Latin America. Some are in the USA illegally. We'd prefer it if most of them left, warrants or no.
As far as 74 violations of a protective order, I don't know. Maybe he sent his victim 74 text messages? Or maybe the protective order barred him from possessing a weapon and he had 72 of them and then two more violations?
