I heard that only those who have served at least 1/4 of their sentence are being released, but this could be hearsay. I don't think the Myanmar military wants fragile elder men like Ross. They want the younger druggies that are fit enough to beat on the peaceful demonstrators.
Ross Dunkley's partner Sonny Swe, the son of a military general named Thein Swe, was sentenced to 14 years in prison back in 2004 because the publishing of the Myanmar Times bypassed the ministerial censorship with the help of his father's associates. His 14 years were pretty light in comparison to the 146-year sentence they gifted his father.
Sonny Swe was pardoned in 2013 having spent 9 out of 14 years of his sentence. When Sonny was arrested, Dunkley was somehow ignored, possibly because he was a foreigner. Instead of jailing him then the military kept him as CEO and used him for propaganda.
In hindsight Ross would quite possibly have been luckier to go to prison with Sonny. Had they locked him up then there's a chance that he would have turned his life around. Instead he got into separate problems years later when he assaulted a prostitute, and later the 13 year sentence for possession of drugs.
