It's the usual problem better known elsewhere as "Fragrant Grease".
A Cambodian female friend wanted a copy of her divorce certificate - which is supposed to be free of charge - from the clerk to the Phnom Penh Court only to be told that it would cost her US$400. At which point she decided that she didn't need any such certificate, even after waiting the mandatory, for a female, one year after her divorce and all the more so as her ex is now dead and cremated.
A "small "donation" to the clerk of the court's welfare fund may expedite things.
