I stayed at a hotel there which used to hand out brochures that had a picture of the hotel facing the beach. There is no beach, and there is another hotel in front of the first hotel, so no view.
They then charged me $30/night as opposed to the $18 we were first quoted. I had my wife and kid with me and it was late, so I paid for one night. They tried to discourage us from eating outside or from taking food/any drinks to the room. By this stage I told them to fuck off.
The room across the hall from me was huge, and I got talking to the Khmer guy in it, who told me he was only paying $18.I was at reception when he checked out, and I raised the issue, but they said they had 'made a mistake', but no refund.
The hotel was recommended by an ex-employer of mine, I should have known better.
The boat ride at the mangrove area also turned into a scam, the guy said he'd take us out for an hour for $15. He came back after 30 minutes, I gave him 10 and he wanted to call the police.I think if I hadn't been there my wife would have hit him.
We booked out of the hotel and went across the border (Khmer tuk tuk tried to scam us, by now 4-letter words were being used a lot). The pig at immigration wanted $10 extra for my wife's visa, he dropped that when I asked him for his name so I could call my (non-existent) embassy.
Thai immigration were 100%, professional, polite, very-well presented, no scam attempts. Stayed at a lovely Thai guesthouse a few hours away, for less than half the price, no scams, no robbery, no scumbags.
What does the department of tourism do in this country? I simply don't believe that they are ignorant, complicit more like it. Less than 10km from the Thai border (read a better holiday) and they treat people like this. Then they whine that their neighbours look down on them.
