China Eastern Air wouldn't let me board at LAX on a one way to Phnom Penh via Shanghai. At the check in, the lady asked for my onward ticket. Looked at it and then compared the flights numbers with the AirAsia flights in some big 3 ring binder. I found a round trip to Kuala Lumpur for 70$ for 28 days after I landed in Phnom Penh, so I just had that in hand, thankfully, or I might have missed my flight.
The year before, same airport ( LAX) with EVA Air via Taipei to Bangkok, I was asked how long I planned to stay in Thailand. I said 28 days. Nothing else, able to fly with a 1 way ticket.
It is up to the airline because as other's have said, they are liable for costs of your return. I don't know if fines are involved, but people's jobs certainly are if there are any problems.
I actually ended up taking the 7 day trip to Malaysia, so all worked out great. At worst, I was out $70.
