^^ @ tuk-tukfish

I was not suggesting your plan was stupid. I find the image of it amusing (but not stupid).

Or am I missing something ??...
Cash advance limits from American credit card issuers are usually much lower than purchase limits. If you get a $10,00 credit limit, that might include only $2,000 for cash advances. So it's possible the OP has maxed out his cash advance limit already, or he realizes that getting a cash advance on his credit card will generate the aforementioned onerous fees.

Some people are reluctant to lift cash on credit cards as interest is charged from the date of transaction rather than statement date (as with regular purchases). Also interest rates are often higher with cash advances than purchases & there are also cash advance fees levied.
Lifting cash from a credit card is much more expensive than making a credit card purchase.

Some credit card companies when you pay off part balances will retain the cash advances to be paid off last as this is the most profitable part of the credit advanced. (This part may now be illegal - I'm not 100% sure).

Or that... yeah, I spose they could do that. It would eliminate the self depreciation of sequestering strangers to perform bizarre transactions, however...

The OP's question had already been answered. Seeing that the OP's seeking a way to purchase a Camera from Central Market and doesn't have cash I thought offering suggestions of how he could set about doing this would be helpful. Far more so than a simple 'no'. Imagine if you were in a country you knew nothing about and say, asked a stranger on the street whether you could purchase milk from store x and they simply said "no" and then walked off. Tad bit mean, isn't it? :stupid:

I'm pretty sure he was doing this to buy his next hit, and it was likely someone else's card but if he can use a stolen card to buy heroin I can't see why you wouldn't be able to use your card to buy a camera.

He's not using a card to buy heroin. He's using a card to raise cash to buy heroin - according to your theory, at least. There is a bit of a difference.

Either way, the OP is asking about using credit cards in Central Market. Im 99% convinced nobody has ever used a credit card in Central Market.
And I'm 99% sure that should he wish to spend several hours by the checkout in Lucky Supermarket he could use his card to raise cash for a camera much in the way that the other bloke did to buy heroin.
Alternatively, there are these things called eBay and Aliexpress.

Laor Laor on 53 north of central market takes cards iirc
They stock Nikon and canon dslrs and a decent range of p&s, and lots of studio gear. better prices than the shops on monivong.

What makes you say that with such certainty? I've used a credit card in Cambodia 2-3 times a week for the last two years and have only been charged a fee once - at a beach resort in SHV, and even then they told me in advance and gave me the opportunity to use the debit card instead.
