Cash advance limits from American credit card issuers are usually much lower than purchase limits. If you get a $10,00 credit limit, that might include only $2,000 for cash advances. So it's possible the OP has maxed out his cash advance limit already, or he realizes that getting a cash advance on his credit card will generate the aforementioned onerous fees.
