Do tuk tuk drivers work on a contract basis at a reasonable rate?
Where can I find information about city bus lines if any?
Welcome in Phnom Penh. I was scared as hell when I arrived in Cambodia and I was sure I would never participate in the crazy traffic. Now I do. So do many more.
Maybe in a few days / weeks you have a different view, so do not make long term commitments with with a tuk tuk driver. A daily tuk tuk service will be a financial as well as a social burden, and don't expect Western service / punctuality. Not sure it's recommended to have a long term arrangement with a tuk tuk driver. Whatever you do, never pay too much upfront.

About the buslines... There's a few, Google is your friend.
