Why not use a dedicated 3G dongle? Metfone has pretty good reception around Cambodia, not sure about other companies like Smart. If you think about 4G, check the service is available within reach of your major working place before buying. In my experience the companies exaggerate the area serviced 'a little bit'. Using your phone as a connector means you always have to carry that USB cable with your laptop to connect your phone, less convenient than a dongle IMO.
Now Metphone also has the possibility they call fttp. It's a kind of satellite dish like antenna connecting to the 3G signal, broadcasting wi-fi around. This means you can have wi-fi around your place without any wiring connected. They promise 6Mb down, but can't confirm the speed. Price is 30 USD / month, 6 month minimum. of course this solution is less flexible than a USB dongle which you can use around Cambodia.
