I think the proposed changes is not an issue. I have asked few personal seller from "khmer24.com", they told me they dont need my name to register the motorcycle, where the motorcycle has already been register. I dont even need show or give them my passport copy. All i need is just pay them cash.
So, hmm.. is there any issue?
If you are in possession of the actual motorbike and the registration card that matches the bike, even in the eyes of the police, you are considered the owner of the bike. A lot of times, Khmer never bothered to go change the registration on used motos. I was pulled over once by police and I gave them the registration card that matched the bike which was from the original owner (had her picture on it, I do believe) and no problems.
So if the bike has plates and a registration card, you are good to go. The few times I bought used motorcycles, I would always write up a sales contract that also stated that the person selling me the bike was the legal and fair owner.
Also, always make laminated copies of the registration card at a copy shop as you don't want to lose the original.
