That only applies to children born in Cambodia whose parents are both foreigners. The child needs to be registered with the DoI within 3 months of the birth, they were issuing visas without the need for the kid to leave for a while, but now the kid needs an Exit visa, leave the country and then return on a new visa then apply for the relevant EOS.
Absolutely no requirement if the Kid has at least one Cambodian parent, because the kid is a Cambodian citizen by birth.
