Obviously, without major penalties for supplying to minors, they'll still be easy access for high schoolers.
And yes, it appears like the drinking age, where it is 19 in Newfoundland for example, but 18 in Quebec. In either place, it really doesn't matter...
How's that even an issue, given that teens can already access alcohol (or weed) if they want to? The same is true in Europe or the US.
The main point is for the government to make cash in a sector previously dominated by criminals. In doing so, quality will inevitably go up as small and large businesses expand, quality control is refined and so on. If parents want to let their 16 year old son try a joint (as people typically do by giving a child their first beer under adult supervision), then it's up to them. If an older sibling, cousin or friend buys them weed, there's little you can do about that, but it's going to be a relatively small number.
Hey, don't shoot the messenger. As I mentioned, the "age limit" doesn't really matter as teens never have a problem getting their hands on stuff regardless of the age limits set in place. It's just one of the two major items that people are concerned with (along with how to test drivers for being high), or so I read.
I would legalize it all, but I do support nicer bars/clubs having an age limit to enter, as I don't really want to be drinking with a bunch of 17 year olds.
