While living in the heart of the tourist district on Riverside, I would regularly see foreign men with groups of street kids. Kind old gents taking care of the impoverished? The kids were invariably of the same gender. In about 80% of the cases, they were boys.

Vlad's estimate of the PP population is close to the mark. When I came here in 2004, the population was officially 1.5 million. When I lived on riverside in the centre of the tourist district from 2006-8, we weren't spared from blackouts, which were quite common. The power was out when I came home from work at 6 pm to my home in Borey Peng Houth. It didn't return till 2 am. So much for a good night's sleep. This is getting ridiculous.
