This is not the only bank in Vietnam (or in Cambodia) that has a huge bad debt problem. More trials to follow in Vietnam, the government seems hellbent on putting a lot of tycoons in jail.

Not sure it was a fine or if it went into the coppers pocket, but if I had been caught drunk and with a helmet, I'd just keep quiet and be happy I got away with it. I see them testing for alcohol all over the place recently.

I only started seeing it last week. From what I saw, there are no seatbelts or anything; that driver hits the break and more than a few pints will end up broken.
If memory serves, this was tried in Siem Reap many years ago bit quickly ran afoul of the competent authorities too.
