Not sure it was a fine or if it went into the coppers pocket, but if I had been caught drunk and with a helmet, I'd just keep quiet and be happy I got away with it. I see them testing for alcohol all over the place recently.

I only started seeing it last week. From what I saw, there are no seatbelts or anything; that driver hits the break and more than a few pints will end up broken.
If memory serves, this was tried in Siem Reap many years ago bit quickly ran afoul of the competent authorities too.

Can't really see where the "dark-skinned" comes from? There is talk about some "black liquid" and whilst the black money scam originates from West Africa, nowhere in the article does it actually say that that was what was going on.

I can't read all the drivel but am I correct in thinking that:
a) the whole think was a non-event from the start. Guy gets punched a little bit and that's it?
