Last week I asked at the taxi counter at the current airport (REP) if they will be moving to the new one (SAI). They said yes, and that cars would cost $35 and minivans $40. Of course that might change before opening day but that's what they said. I estimate 45-75 mins transfer time from the new air...

I use ABA Mobile for my personal account. Quick and easy to pay in stores, household bills etc.
I use ABA Business on the web which is painfully slow. No thingy required though! To validate a payment you need to open ABA Digiguard app on your phone - the technological version of the keypad thingy.

I've been inspected twice. Once in Phnom Penh in 2012 or 2013. And then about 6 weeks ago in Siem Reap with a house visit. I stayed a couple of years ago 1 night at Mekong Dolphin Hotel and 1 night at Le Tonle. Whilst Le Tonle was 'rustical' it was far better run than the hotel which costs 3x more.
